Change is coming for East 12th Street. Three plans are in the works right now to fill vacant lots between Interstate 35 and Chicon Street. One of the projects involves an apartment complex which is intended for families making about $20,000 per year. Developers also plan to break ground in March on 15 single-family homes near 12th and Waller streets. "This development is part of a vision for East 11th and 12th streets to try to keep some of that corridor and its commitment to the city and also the African-American community," Mayor Pro Tem Sheryl Cole said.
